Often, they fall back on a strictly utilitarian view: we need religion to keep the unwashed masses in line. That says to me that what many people really value about religion is the aspect of fear and social control. But then, I've actually heard Christians claim that without the fear of God, they themselves would be committing awful crimes. I don't believe them.
